In current scenario when everyone is hit by panda and penguin, these tips could be a boon.

I feel that using this technique can be very helpful for creation of authority for new websites. As you said, we should link to any authority website, my suggestion is to take wikipedia or some other content site like squidoo etc. which are high authority, non competitive and almost all niches are available.

I can just see some SEO practitioners going out their way to invent tactics to encourage co-citations right now.

But all you really need to do is stay honest and stick to providing good quality content and a valuable resource to readers.

That way, as you say, co-citations will come naturally.
